+
+# Abstract
+
+In this lecture the democratic principles of Fripost, the free email
+association (founded in 2010) will be presented. Infrastructure for
+electronic communication will be resembled with a common good (a
+resource). That using a critique of the *public--private* dichotomy,
+and the tragedy of the commons. I will then demonstrate how also
+complicated resources can (and must) be made subject to democratic
+control.
+
+# Description
+
+The importance of Internet as communication medium can not be
+questioned. For those who take user freedom seriously it is saddening
+to see how the Internet has changed from being a common and highly
+distributed network to the increasingly privatised web we encounter
+today.
+
+In this lecture I will present the democratic principles of Fripost,
+the free email association which was founded as a reaction to that
+development. I will resemble infrastructure for electronic
+communication with a common good (a resource), and I will demonstrate
+how also complicated resources can (and must) be made subject to
+democratic control.
+
+Fripost and its foundation and democratic principals has been
+presented several times since its constitution in 2010, also at
+FSCONS. This is why the lecture also will take a different and broader
+stand, inspired by some recent readings. The Fripost initiative will
+also be put in context of local struggles with global implication.
+
+In short, the idea that every resource needs an single responsible and
+managing owner is unsatisfactory as well as the dichotomy
+*public--private*. What is not managed can not yield profit. But some
+things are to important even to be managed. Naturally this touches on
+a critique (which has been presented many times before) of Hardin's
+classical tragedy of the commons. Regarding the enclosure of the
+commons, management in it self causes the scarcity, The commons are
+not scarce resources that requires management.
+
+It is not obvious, however, how digital technology and technology
+based on Internet can be recognised as a resource and common
+good. Though "friendly" in its usage, digital technology is
+intrinsically intricate and complicated in its internals, and the
+distance is far between the providing and consuming ends. What is the
+interpretation of democratic influence and control in the case of
+digital technology? And what is user freedom for Internet services?
+
+Here Fripost becomes an example of central communication
+infrastructure that implements democratic "ownership", maintenance,
+and development. And democracy is *equal influence*: it does not stop
+at the gathering of opinion.
+
+Equal influence is ambitious, and how it is interpreted in Fripost
+will be discussed in its details, but in short the key is that
+Fripost's commitment is equally much social as it is technical: all
+decisions originates from the members, short term as well as
+strategical; activities are balanced between the association's three
+legs: (a) technology, (b) adult education, and (c) propaganda; and
+sustainability is the leading word.
+
+I humbly recognise that what we do is small in scale and ambition. But
+I still want to put it in the context of important local struggles
+that with global implication. In the world, farmers fight for land,
+urban folks for water, and students for independent universities. We
+fight for the right and free access to Internet and the means for
+communication. Internet is designed to be distributed and for equal
+unlimited access for everyone. That sounds quite much like a common
+good, and commons require equal influence.
+
+The moral of the presentation is of course that we should fight back
+against the privatisation process, particularly that of the
+web. Fripost illustrates that it is possible and also suggest how it
+can be done.

+gemensamma nyttigheter (de är t.ex. båda resurser). Det bland annat
+genom att kritisera dikotomin *offentlig--privat* och vanliga idéer
+kring Allmänningarnas tragedi. Vi kommer också i detalj beskriva hur

+Folk, särskilt unga, har ett större engagemang för politik. Men mindre
+tilltro till traditionell politik. Vi ser etablisemangskritiken,
+minskat förtroende för journalistik, "journalistikens kris", falska
+nyheter, etc. "Elitdemokrati" (Tillsammansskapet, Bokmassan 2017)

+Demokrati, varför är det viktigt? Varför måste vi kämpa mot elitismen?
+
+Med bakgrund i Ugo Mattei, *Gemensam Nytta*.

+Tycker *offenligt--privat* är fattig förståelse av resurser och
+organiserande, bygger på ägande. Vill återinföra en tredje form:
+*gemensamt* -- som måste hanteras av ett "gemensamt intellekt".
+

+Det handlar om det gemensamma, gemensam nytta och
+allmänningarna. Definition (inte men). Resurser, karraktäriseras av
+t.ex:

+ * Bruk i.s.f. ägande: Maximalt nyttjande, "vad kan vi få ut av
+ detta?", inte "vad skulle jag kunna få istället?"
+ * Ekologi i.s.f. ekonomi
+ * Hållbarhet: en positiv (riktig) begränsning -- omsorg gentemot "den
+ andra" och nästa generation.

+Flera har följt efter, både använt och kritiserat teorin. Inte
+möjlighet att gå in på detaljderna. Men det är tydligt att en
+ekonomisktik grundsyn är en förutsättning för Hardins
+slutsatser. Också tydligt att falsk, otillräcklig. Den som prompt vill
+analysera måste presentera en mer dynamisk analys.
+
+Ekonomer och andra har skrivit avhandlingar om äganderätten och privat
+ägande senan 1600-talet. Heller inte möjlighet att gå in på
+äganderättens historia.
+
+Logiken är att resurser som inte är naturligt begränsade, de behöver
+inte planeras och kontrolleras (eng. *managed*), och det som inte är
+kontrollerat kan inte skapa vinst. Artificiellt skapade begränsningar.
+
+Allmänningarna, "mjuka i kanten" svåra att avgränsa (bestämma). Vi tar
+dem för givna. Blir tydliga under hotet att tas bort. (Shiva)

+# Budskapet -- Fripost och demokrati
+
+ 1. Kommunikaitonsinfrastrukturen är en allmänning precis som andra

+Detta är viktigt: Också elektronisk infrastruktur kan (och måste)
+underställas demokratisk kontroll.
+

+# Digital kommunikation och demokratiska resurser
+
+Vad innebär en demokratisk resurs? Hur ska den organiseras?
+
+Hur Fripost organiserar -- tre grundpelare:
+
+ 1. *Tekniken* -- vad vi faktiskt gör möjligt och att det är något:
+ servrar och konfiguration
+
+ 2. *Folkbildningen* -- verkstäder o.s.v.*
+
+ 3. *Informationsspridning* -- det är det som jag gör här*
+
+*Hållbarhet* är ledordet.
+
+Alla tre lika viktiga: förutsättningar. Krav på tekniken. Respekterar
+användarfriheten: bara *fri programvara*, egen kontroll på servrar,
+o.s.v.
+
+Folkbildning viktigt. Det är medskapande d.v.s. *inflytande på
+riktigt*. Viktigt att kombinera digitala verktyg och fysiska möten
+(Digiden lab, Bokmassan 2017)
+
+Det är bara så jag kan förstå "Demokrati": *Likainflytande*.
+
+Som sagt. Enkäter visar, folk, särskilt unga, har ett större intresse
+för politik än på länge. Ändå minskar känslan att kunna påverka,
+förtroendet för traditionella parlamentariska politiska processer, och
+deltagande i partier.
+
+Etablisemangets svara är *medborgardialog*. Föreslaget av SKL,
+t.ex. infrastrukturprojekt. Rätfärdiga utan egentlig rättvisa.
+
+Riktigt deltagande kräver *delegerad makt* på *riktigt*.
+
+Likainflytande är ett ambitiöst anspråk. Mer än bara dialog. Det
+handlar om kunskapsutjämning och gemensamt beslutsfattande. Fripost är
+mer än ett fluffigt moln (tekniskt täcker föreningen förvisso in vad
+som presenteras som "moln" av kommersiella giganter). Och tekniken är
+inte svårare än att vi klarar av det tillsammans. Sju eller tusen
+medlemmar.
+
+Extremfallen -- när centraliering och utförsäljning gick för långt:
+
+ * Transportstyrelseskandalen -- vad har de med saken att göra?*
+
+ * Google i skolan
+
+Det som sitter i ledningen för transportssyrelsen är uppenbarligen en
+för liten grupp för att de ska kunna ta ansvar.
+
+*Skalan -- finns det en optimal storlek?*
+
+*Som sagt Internet är en gemensam infrastruktur.*

+# Avslutning
+
+Vi bildade föreningen 2010. Innan x, innan y, innan
+Snowden-avslöjanderna i tid då FRA-debattan var den heta. Vi reagerade
+mot centraliseringen av Internet och tjänster presenterade av Google
+m.fl. (*programmvara som tjänst*).
+
+*Se till att få en positiv klang. Detta är riktningen.*
+
+Jag medger allra ödmjukast att det som vi gör är i litet till skala
+och ambition. Men jag vill ända sätta det i en kontext av dessa
+viktiga lokala kamperna med globala implikationer. I världen kämpar
+bönderna för landet, stadsborna för vattnet, och studenter för
+oberoende universitet. Vi kämpar för fri och oberoende åtkomst till
+Internet och digitala kommunikaitonsmedel (och självklart vill vi ha
+sällskap i den kampen).

+Internet är designat för att vara distribuerat och för obegränsad
+åtkomst för alla. Det låter för mig som en typisk allmänning. Och
+allmänningar förutsätter likainflytande.

+**Introduction and background -- importance of the Internet**
+
+The importance of Internet as communication medium can not be
+questioned. For those who take user freedom seriously it is saddening
+to see how the Internet has changed from being a common and highly
+distributed network to the increasingly privatised web we encounter
+today. The capital constantly require right to increased profit, and
+it constantly seeks new grounds
+
+\section*{Software as a Service} A concept introduced in the spirit of
+centralisation is \textit{Software as a Service} (SaaS). SaaS means
+that users perform their computer work on or through a network server
+on the Internet or a local network. Examples of SaaS are Amazon Cloud
+and Google Docs. One of the main problems with SaaS is that the users
+has no control over their data.
+
+\section*{Privacy and Surveillance}
+With large clientele comes a lot of power. Large transnational
+operators, such as Google, are profiting from efficient use of privacy
+invading schemes. Together with e.g.\ Google's email service one also
+gets things that was probably \emph{not} asked for: advertisement,
+semantic analysis of email contents, and spying. One part of Google's
+marketing strategy is to sell the collected information to third
+party.
+
+
+We formed the association in 2010, seven years ago. Our chairman at
+the time, Stefan Kangas poited out to me, what I did not quite
+understand at the time, but what is becomming increasingly clear to
+me. Fripost is part of a general resistance struggle (motståndskamp)
+of global scale (mot griptången). This was in the early beginning of
+the Arabic spring in Libya.
+

+The common good (gemensamt nyttiga) is something that is natural to
+take as given, and it deserves to be.
+
+**More introduction ideas**

+The importance of Internet as communication medium can not be
+questioned. For those who take user freedom seriously it is saddening
+to see how the Internet has changed from being a common and highly
+distributed network to the increasingly privatised web we encounter
+today.

+In this lecture I will present the democratic principles of Fripost
+and demonstrate how also complicated resources, such as infrastructure
+for electronic communication can (and must) (*underställas folkligt
+demokratiska pricesser?*) (I argue that central communication
+infrastructure should be viewed as a resource).
+
+I will start in a (well known) critique of Garret Hardin's classical
+tragedy of the commons (*referens*) (one that has been presented many
+times before). One example is Duoglad Hine, *What do you mean, "Full
+Commonism"?* and *The Friendly Commoner*, FSCONS 2014.

+Of course we recognise that this process of privatisation and
+enclosure (*att hägna in?*) is not isolated to Internet
+infrastructure. The capital constantly require right to increased
+profit, and it constantly seeks new grounds. However, the Internet and
+digital technology an area where this process is very (*närvarande?*).
+One of the later (*landvinningar*) is the right consumer data through
+various privacy intrusive software as a service technologies (read
+Google Drive). And of course state and inter state institutions
+rather (*eldar på*) than (*stämmer*) the development.
+
+**Enclosure vs innovation**
+
+(*Continuation on "process of privatisation"*). Digital technology is
+intricically intricacy and complicatied in its internals, though still
+"friendly" in its usage. Therfore it can be dificult to distinguish
+privitasation (*inhängnad*) from innovation.
+
+Side note. In my opinion, private innovation and development is
+natural and of not at all problematic. Of course, however as a note to
+the note, enclosing technology and restricting its usage (e.g. throung
+proprietary software development) is highly non moral and should not
+be accepted.
+
+
+Fripost was founded in order to take back a small, but important, part
+of our Internet life, namely the email communication
+infrastructure. We gather around several servers that receive and
+stores the members' email. The reliability of the service is of cause
+of great importance. Therefore the network is arranged with

+
+Surveys in Sweden say that people show more interest in
+society and politics than some years ago. Still trust and
+participation in municipiatal parlamentary proceses and traditional
+parties decay.
+
+As a response, the municipalities and regions in Sweden (SKL (*Vad?*))
+suggest so called citizen dialogues (*medborgardialoger*), usually in
+connection with major infrastructure and city development projects, as
+a way gather peoples opinion. This (*tilltag*) is Inspired by Sherry
+Airnstein (*Kolla upp detta*) and planning research from the
+1960'es. Her original ideas, however, had an equality idea
+(*rättvisetanke?*. That idea of equality is totally lost in the way
+these "dialoges" are committed: "Symbolic participation", Airnstein
+would call it. Real participation require delegated power. (Thörn 2017)

+The common good (gemensamt nyttiga) is something that is natural to
+take as given, and it deserves to be.
+
+**Compararison with other commons: Common intellect**
+
+I want to put the Internet (and all kinds of tele communication)
+besides other common resources, such as (a) our soil, (b) sources of
+water, (c) libraries and published knowledge, (d) and more.
+
+Idea (viewpoint) ... owned and managed by one single (*huvudman?*)
+... historically speciffic.
+
+Common management (not quite managed) of water in rural India is
+described by Vandana Shiva (*provide reference*). Privatisation and
+"management" *caused* scarcity.
+
+The fault lies in the dikotonomy *public-private* and in the idea that
+every resource needs an owning (*huvudmann?*). What is not managed can
+not yield profit. In the case of the (*inhängdad?*) of the commons,
+management in it self causes the scarcity, it is not the scarcity that
+requires management.
+
+Logic: if it is not scars it can not be managed, and what is not
+managed can not yield profit.
+
+Compare owning with being (*äganda med varande*) (Engels). Another
+mindset
+
+Ugo Mattei describes this mindset as a *common intellect*.
+

+Vandana Shiva, Fukuoka, med flera är alla ekologister. Ugo Mattei
+lovordar ekologismen i *ekologism* vs. *ekonomism*. Jag antar att
+tre-tuppeln, trikotonomin, ska vara *ekonomism* (privat, begränsad,
+hantering), *kommunim* (gemensam hantering) *ekologism* (ingen
+hantering eller hantering basserad på gemensamt intellekt).
+
+Föreslår att var och ens moral torde vara giltig liknelse för
+gemensamt intellekt. Ekonomismen förutsätter ekonomisk rationalitet
+och därmed avsaknad av moral. Kommunismen tillskriver solidaritet och
+det gemensamma intresset som grund för moral. De två senare hamnar i
+komplicerade förklaringsmodeller för individuellt moraliskt handlande
+(*vilke exempel kan vi hitta*) och vill t.ex. förklara hipsters
+blygsamhet i konsumtion som rationellt med livsstilsargumentet. Att
+helt enkelt acceptera moral som giltig grund för konsumtionsbeslut
+torde vara den enklaste modellen. Men bara ekologismen till en sådan.

+I humbly recognise that what we do is small in scale and ambition. But
+I still want to put it in the context of important local struggles
+that with global implication. In the world, farmers fight for land,
+urban folks for water, and students for independent universities. We
+fight for the right and free access to Internet and the means for
+communication. Internet is designed to be distributed and for equal
+unlimited access for everyone. That sounds quite much like a common
+good, and commons require equal influence.
