Annual 2018. Operational plan update, notes discarded, etc.
The Plan for operations is updated win latest version.
That is also, since the operational policy is in place, that the notes
from the activity day, *notes-plan-2018.tex* are removed. Replaced
with a link and reference to the wiki.
