Makefile-common is modified to handle PDF inclusions. The annual report is updated, the auditor's report is added as TEX and PDF, and the economical report is added as PDF. The plan for operation is also updated from suggestion to final accepted plan.

The minutes now include the new by-laws, the annual-report, the
operational-plan, and a scanned copy of the auditor's report. All
these things are in separate folders.

Allso the 2012 year's by-laws have been moved to this folder, and
Makefile is uppdated to compile by-laws for 2010.

The typesetting of item and numbered lists is more unified. However,
more work might be needed on this.

The auditor's report is included as PDF graphics. Note that PDF-files
generally are not part of repo (see .gitignore). This time it is
forced in.
